The new Arcanum (head enchants) are bind on account (BOA).

Previous bind on account items, such as the Sons of Hodir shoulder enchant, required you to grind to exalted on that character, then that character could purchase the BOA item, which could then be used on any character on that account (hence, bind on account.)

These new BOA head enchants however, when purchased by one character who has the rep and sent to a character that doesn't have the rep to buy that item, also cannot use that item. I bought the Arcanum of Ramkahen on my warrior, and sent it to my hunter. When i clicked on the item it says «You can't use that item.»

I put in a ticket and the GM, who just gave me the old «Working as Intended» response and stated that you do indeed have to be revered with Ramkahen to use it on the character you want the enchant for.

If this is the case then there is no need to make it Bind On Account. What purpose does that serve, other than the fact that you can fly to the vendor on a different toon and then mail it to the toon you want to use it on, rather than just fly the toon that needs it to the vendor? It makes no sense.

I have a feeling this is one of the things that will be fixed in the first patch but if not, this is a classic example of Blizzard not being consistent and indeed, not caring about the players of the game. Why should we grind every rep to exalted on every character, especially if you have multiple characters?

Please, Developers, fix this and make them require revered with a faction to purchase, but not to use.

I am very sorry for any confusion that has been caused, Sykogecko. I'm not entirely certain why you received the answer you did but it was incorrect. It is not intended that you have the appropriate reputation to use the Bind on Account Arcanum, only to purchase it. We hope to have this matter resolved in an upcoming patch.

This is greatly discouraging the rolling of multiple alts, and further increases the difficulty of having multiple 85s. I have a friend who has already quit game due to the difficulty of having multiple 85s, this being one of the reasons.

I'm not entirely certain how what was said is «greatly discouraging» since I stated that only the purchasing character requires the appropriate reputation. The intended functionality of the Bind on Account item is for your alternate characters to be able to use it.

The GM I spoke to said that you did indeed have to have the reputation to use the item as well as to buy it, I am not just throwing the old «working as intended» thing out there as an excuse to blame Blizz.

Yes, and if you read my post, Sykogecko, I stated very clearly that the answer you were given was incorrect.

This is one thing that needs to be hotfixed, please don't wait for a patch.

Well, to be clear, hotfixes aren't done because the issue is considered a priority. What can or cannot be hotfixed depends on the issue itself. Some issues, as Scrinshee indicated can be resolved with a hotfix, others require a client side patch to be applied.

With that said, this issue has already been resolved and had been with patch 4.0.6. Now any existing Arcanum's will likely not be retroactively changed but our In–Game Support staff may be able to help.
