So was the Dragon Turtle actually introduced in this most recent patch or just announced alongside it? I notice the Pandaren district in Stormwind has now been populated, but none of them are offering mounts. So does that mean they're not sold yet or not sold at that location?

We have not spawned in the vendors for the Dragon Turtles yet. These will hopefully be in the next build. The vendors will be at the Pandaren camps in Stormwind and Orgrimmar.
